Looking at the @IEEEorg annual report, that $193m (which only covers publication costs) includes $92m in people costs (how?!?) and $43m in "Commission, licensing, and royalty" (which is not explained in the report!)

Overall, I'd be *extremely* skeptical of anyone claiming that the massive fees being charged by publishers, and their recent petition to the US gov to not be required to publish openly, are necessary for scientific publishing.

With all due respect, it's time to dispose of the premise "arXiv publishes X for $ N." As a former member of the arXiv leadership team, I would strongly assert that not only is the premise false, it is deeply harmful.

There is a whole lot of simmering reality in the seemingly banal footnote 3: "arXiv can depend on growth based on increased submissions and downloads annually and must invest in their assets to prepare for the increased financial liabilities of this growth."

arXiv has low costs because they chose not to value visual standards, metadata standards, and other long term strategic work, this is a tradeoff. But expect cost per paper to increase as arXiv enters its next phase https://arxiv.org/about/reports/2020_update …

ACM spends $10.9m on publications - $33.7m is the activities budget (on $36.5m activity revenue). There are opportunities for cost savings - arXiv's library failsafe is probably less expensive than ACM's Portico. But arXiv is not investing in e.g. accessible content workflows.

I guess I'm not the only one who misses a key point. Each of these organisations made a value judgement in how they approach OA, and I think each has a role to play in dissemination of knowledge and development of communities of practice.

Yes , you're missing the key point of the scale of the economic differences, and the realities of how money is spent, and what things really cost.
