So you also need to make every bus journey to a hospital free, you need to enable easier access to active travel (even 25% of journeys by mixed ability ppl in Camb are by bike), before you enable a pollution-increasing freebie for richer people.

You make a good point. It's more complex than just parking fees. The solution involves a complete transport plan that gives everyone affordable, sustainable and safe alternatives to car use. Some need personal transport but most don't, it's just there's no realistic alternative.
