I think the biggest problem is the power of the police unions. Trump has been able to Co-opt them with his racist, “tough cop” language.
Take a look at Lt. Bob Kroll, an alleged white supremacist and big MAGA supporter.

As long as Trump and the GOP remain in power in DC, meaningful reform will not happen. That’s one of the reasons why progressive mayors in cities like Chicago abd NY haven’t been able to implement reforms

My impression is that the new police force in Northern Ireland, the PSNI, made an attempt to hire recruits with social work or youth counseling backgrounds. One could achieve similar results by cutting the force and increasing counseling services.
