Just want to add. An MTR employee was surveying the area when I was speaking to the police officer. I asked him if the MTR is responsible for this “paint job” and he said no, the pavement is beyond the MTR-controlled area and quickly walked off.

Zoom in on the vest...the company is 昭興 (found 昭興建築運輸有限公司 online). Wonder who contracted them to create this sad paper mache-esque paint job.

They wore 昭興 work vests, a local company. Someone hired the company to do this. Question is who? Who can get police escorts? There were two traffic cops “protecting” the three workers.
