How bout this: community mgr at studio for GameX vs community mgr at publisher for same GameX? Which one is a game developer?
Anyone who contributes to the making of a game in any way is a game developer. Marketing contributes to the making of a game. I'm a self-taught PHP webdev and I always encountered gatekeepers in the industry who thought what I do isn't "real game dev work". It always seemed like some young person who doesn't understand the breath of game development that was doing it too.

It is easy to want to elevate yourself at the cost of others when you’re insecure. But I can’t imagine making or releasing a game without a website, can you? You’re just as important in the game dev process as anyone else.
