This isn't a new ask. CM @CMPlummer4 asked for this *over 3 months ago* at the 4/22 meeting.

I couldn’t agree more with Mayor Turner. I’m old enough to remember what happened in ‘08; thank god Wall Street decided it cared more about the common good than the almighty dollar, so it regulated itself. Oh wait? 
The strategy seems to be trust landlords to be kind. Meanwhile, city council serves as delegates of the Mayor rather than representatives of the people of Houston.
