Why just the crew? Does crew imply everyone or are we just starting at the bottom and working our way up to the entire production?

I think (though I could be wrong) that she's referring to the fact that as white as the onscreen talent usually is, the crews are often even whiter. We talk about diversity with actors, which is an important conversation, but POC are underrepresented in every job in Hollywood.
