did the Ravens pass on signing him all together or did he choose the Jets?
Per @BrianCoz,former Raven Victor Ochi failed physical w/shoulder issue and did not sign w/Jets' PS. Jets plan to sign him when he's healthy

My understanding was he chose Jets. Felt there was better opp. for advancement there. But can't say I'm certain on that.
