it gives them a lot of flexibility on how features are enabled or disabled.
i'm sure the potential for new features to leak was already considered, and the pros outweighed the cons.
additionally, including unreleased features in a javascript bundle is not a react only issue.

react is just a tool. it doesn't come with any trackers, nor does it make tracking easier or harder.
twitter is the one who does tracking, which they could do without react if they wanted to. in fact, they could even track you pretty well without much javascript (or none at all)
