There’s nothing special about DNS. In practice, all legacy protocols are stuck to their original design, with the exception of HTTP, because people were forced to upgrade in order to access content they needed. For everything else “if it works, why spend money/time to change it?”

There are different reasons why things fail. EDNS is typically broken with tinkerers and government sites running old software. Minimization for reasonably new (but wrong) software and hardware appliances. 0x20 for all kinds of RFC1035 basic, but still non-compliant stuff.
