I think the spirit is to prioritize the impact on end users. I think something that targeted usability and adoption on a large number of devices could be in scope. For libraries, I'd look at cross-platform support, device backward compatibility, how to handle vulnerabilities, &c.

What about taking TUF and applying it to end users, cross-platform? (Then again, I dunno if $100k would be enough to build an implementation that would be truly useful.)
