I honestly think that DoQ and DoH will quickly supersede RFC7858, that has zero practical advantages over these.

One less level of encapsulation?

Nobody cares about the levels of encapsulation. People just want something on port 443, and a simple proxy configuration setting in Nginx to serve it. DoH fulfills these requirements.
