In order to defend against DNS over TCP, EdgeDNS uses open addressing and replaces a random slot within the probe distance if necessary.

@jedisct1 yep, this is sort-of rrl-style bucketing. With TCP we did handshake, so can tie in per-IP reputation instead of biased replacement -
