While I agree nordvpn is questionable, the data in that article is not enough to prove it is abusing users. It could have bought hosting IPs using VPS at those ISPs. It is common practise with VPN providers.

I think Frank Denis is correct, and that you are misinterpreting the data he provided. In fact, the data he published make clear that NordVPN is in fact making use of lots and lots of actual residential IPs. How they are managing to do that is a damn good question.

It seems the author of the blog post hasn't understood correctly the meaning of the Akamai HTTP headers. The IP adresses that he claims come from residential ISP clients are in fact the IP adresses of Akamai edge caches at those ISP. 1/2

Akamai is probably using an advanced load balancing algorithm, which would explain why there are so many different caches serving the content, even when the request do not come from the ISP hosting the cache ...
