Debian's resolvconf and systemd-resolved are doing it right: "Want me to manage it, make it a symlink to what I manage. If it's a file I won't touch it." However Debian's default DHCP client script will touch without asking if resolvconf isn't installed.

chattr +i is the only sane way to manage resolv.conf on Linux.
