There should be two conformance levels: "C for ASM programmers" - which has no undefined behaviors and no type aliasing rules. And then "C for people too lazy to optimize their own code" for everyone else.

Changing C to "harmonize with C++" is the tail wagging the dog. C++ was an extension of C, C arithmetic ops are just a friendlier version of ASM instructions. C++ should never have been spec'd in conflict with C in the first place.
