Pretty hard to argue that “All intranet (i.e. internal) domain requests are forwarded and resolved by the local authoritative DNS server” is not a real VPN app It’s not the content blocking Apple is objecting to but rather the use of their VPN API for things not VPNs

I specifically asked during our review process if we would be allowed to do content blocking via a real VPN, rather than a “fake” VPN, and was told no.
