It looks like they're retrying the Itanium model: wide vectors, with performance relying on a good compiler to isolate dependent instructions.

It’s not a bad idea. Itanium failed because it was way too expensive, and not being x86 compatible was a barrier to adoption, except on servers. Things are different these days.
