your first mistake: comparing police between the US and other jurisdictions. the function, power, and politics of police vary drastically from place to place. the historical role police have played in america is not comparable to anywhere else.

your second mistake: ......every single assumption you make about crime. like pretty much all of them. e.g. you don't tell us what do you mean by crime in this context? which crimes were reduced? what was the jail population rate in those places? how high was crime to begin with?
