That's ironically a tougher standard than the law requires. You must be a resident, but the law doesn't care where you lay your head at night. Where's the disagreement with the law as written?
I have family members who own 3 properties in MA (0 in NH), actually live in Germany in a 4th house they own there and still find a way to "Legally" vote in NH.
And if they are actual legitimate NH residents, they should have no issues obtaining a NH Driver's license, registering their cars here & taking the responsibilities that come with being NH residents like the rest of us have to do.
Resident, yes. Just simply puts their head down for a short while, particularly in the lead up and only short time following the elections, no. A few nights in a local politician’s house? No.
