Also: “Segregation is a question of choice, and people who chose to live in a neighborhood, we believe, should be able to choose to stay in a neighborhood” is a jaw-dropper of a quote.
I think this conclusion needs some serious context. "Making segregation worse" has to be understood against the backdrop of gentrification and displacement of long-standing residents; keeping people in place when the market won't *is* a tool of fair housing.

This is so stupid. If those in the neighborhood weren’t given preferential treatment for the lottery then the racial makeup of the lottery winners is not something that can be predicted. So I’m not sure how anyone can compare the two scenarios
Someone loves his housing policy, though...check out his recently released big real estate campaign donations.
