House Republicans should bring suit in federal court to nullify all House votes cast by this proxy scheme. This is anything but representative government and nothing the Founders had in mind.
That suit is in process. Might not succeed on “political question” grounds.

SCOTUS is historically reluctant to take up these intramural disputes, but, to me, this is more a question of representative government than politics. NC 9 wouldn't feel represented if you allowed (e.g.) Greg Murphy to cast your vote, as good as he is.
