No, it is my view that the President can’t be involved in leveraging taxpayer money in a way that might result in his domestic political gain. If an investigation into his political opponent is necessary, he needs to be firewalled from it. Not the lead negotiator.
Your rule immunizes corruption whenever head-of-state communication is necessary to procure cooperation with the investigative effort. And Dem framing aside, the main request was for cooperation to illuminate the origins of the groundless Russia collusion scam. A coup attempt.
