As you say, identifying fatal flaws is like shooting fish in a barrel. Trump was (is) pursuing same strategy as v Clinton in 2016: make accusations. Has he "locked her up" (famous chant)? No. No need for fruitful investigation, just accusations. Just political dirt.
Is that at all similar to, say, paying millions for the development and dissemination to the FBI and friendly media of fraudulent “intel” that an opposing candidate is in a treasonous relationship with a geopolitical foe? If not, please distinguish the strategies.

Easy. One is leveraging the power of the US government to achieve your private interests from another government. The other is one private entity paying another private entity for a service. If Trump / Giuliani had simply paid someone to dig up dirt -- fine. But that's not it
