There’s no evidence the ballot was actually counted. No answers by NCSBE as to how a ballot could be counted but not scanned. Board had nearly a week before I published this and didn’t take steps to look for ballot before then. Worth sharing our story w/ full context

Two questions: 1) What does 'counted but not scanned' mean? 2) How is one supposed to 'look for a ballot' by an individual after it's been counted without compromising the secret ballot? *Should* not even be theoretically possible to tie ballot to person after election. Is it?

RE: #2--That's kind of the point of the Australian/secret ballot, IMHO.

NCSBE says it located Lee Ann Herring’s ballot on Friday. Now attributes her vote as having not been recorded to the fact her ballot wasn’t scanned into a database or manually entered by county election staff. Not clear how a ballot could be tabulated but not put in the database

I’m not an elections expert (I’d say @BowTiePolitics is). I just repeat what people tell me and ask questions for a living. This is what I’m told about Herring’s ballot and the questions I still have in light of the explanation.

You seem to pay closer attention to the answers than many. E.g., the difference between “the missing ballot in Bladen County was counted” and “officials say” it was counted. Scrutiny leads to other good questions like was this ballot treated differently from others in the stack?
