It's worth remembering at least one person complained about the rainy day fund. Then candidate for Gov. Roy Cooper, who said we should have spent more today rather than being prepared for an uncertain tomorrow.

Perhaps the Gov will acknowledge, when asked, that his criticism on the subject lacked foresight. And then maybe he would observe that spending every dollar available and pushing for more can seem like a good idea in the moment but less so in retrospect.
