Story remains confusing. Subject is how Bladen absentee ballot chicanery has been allowed to continue. Last 4 "corrected" grafs, now about campaign finance investigation protocol, are unrelated to subject. Observer swallowed Gov's deceptive talking pt.; cant fix by papering over.
