Shouldn't we have a bias towards not punishing people who haven't been convicted of a crime? Innocent until proven guilty.

Bond isn't punishment, it is to ensure that the defendant comes to trial. Under your logic no one would be arrested until after trial and conviction.

What does this have to do with decriminalizing poverty? If you were robbed at gunpoint would you be OK with the only thing making sure the defendant came to trial being a piece of paper telling him to be there?

When I saw the image of the criminal summons in another story for Robbery with a Dangerous Weapon I almost fell out of my chair. There are a multitude of reasons why we set bonds, especially on high felonies. I can't think of one good reason to issue only a summons for RWDW.
