Agree but isn't it a little context dependent? Meaning a Senior Administration Official in the context of a story about USDA policy is gonna be different than one about Trump's high level political strategy or in the context of national security decision making.

Can't we agree that it should start with "Senate Confirmed" as a starting point (or should be Senate Confirmed, since Trump skips that for many positions). Even in the military, the difference between a 2 star and a 3 star GO/FO is huge, because of the Senate confirmation.

It's not about the decision-making power of the source though, it's about their likelihood of being in the room. Non-Senate-confirmed staffers are gonna be in the room and they're just as useful of sources on the stuff they're in the room for.
