I've seen institutionalists say we shouldn't call out institutional failure, citing authoritarianism experts who say it's crucial to maintain trust in institutions. But what the experts actually conclude is that we need to defend the institution, not pretend it's fine.

Exactly, you can't just astroturf faith in institutions that are not functioning properly, and think that would work to thwart authoritarianism the same way actually functioning institutions would.
