.@AmyPeck to Turner: "I guess I'm just confused, what's the point of all the budget hearings and the work we put in" before the budget vote? Turner likens the situation to if he went into CMs' budgets & determined whether they're spending too much on food, office supplies, etc.

Turner suggests council members are disrespecting him if they suggest ways to cut spending within city departments: "If we're gonna go down this road...I would ask you to submit your budget to me for my public scrutiny and evaluation. Respect goes both ways."

Alcorn says she wasn't trying to be disrespectful or "micromanage," but argues that she's not the first CM to suggest spending cuts: "That's the budget process. We look for savings."

.@TravisDistrictG says Turner already requires council members to get his chief of staff's approval to spend their budgets.

Council OKs a motion from @MikeKnox1Hou to "refer the amendment to the administration," meaning Turner will decide whether he wants to accept Alcorn's suggestions.

To sum up what happened here: a Houston CM proposed to cut $356K from @SylvesterTurner's $5.1B budget plan, and Turner accused her of "micromanaging," "encroaching on my job," and suggested she was being disrespectful.

We're thru 36 of the CMs' 50 budget amendments. Council has passed @AbbieKamin's proposal to require a vote on giving prop tax incentives to bizs that build flood-resistant "green stormwater infrastructure," and rejected @TravisDistrictG's amendment to cut council budgets by 10%.
