It's good to have a reaffirmation of this although we knew this already. Also, the argument of effects via labour market is perhaps misplaced given that the more direct and obvious channel was through the crippling of health systems, which was devastating in the 80s.

Here's the big one "...privatization of govt resources and services is anticipated to improve economic performance and raise public revenues but ...reduces long-term capacity for governments to generate income, hampering investments in social services..."

We see this even at a local scale as U.S. cities privatize public services. Can imagine devastating consequences when at the national level.
