Slowing down forces you to say (and reiterate) fewer things in the predefined slot of time you’ve been given. Which makes you pick the most important things to talk about. Which is a great thing because people don’t have infinite attention and memory for you.

I think it has its roots in lawyers being the main public speakers in society in the 1700s and 1800s and legal speak requiring somewhat slow delivery. Agree with your assessment though that it doesn’t make sense.
