Reservoir in Houston has just reached the top of its spillway, could burst and cause massive flooding.

Why do you think it will burst? Is there any reason why it would do so now?

My understanding is the lowest area is mostly earthworks, and if they fail it'll possibly cause a chain reaction.

Has anyone run the numbers on how much water would end up in downtown Houston given a complete failure of the reservoir?
