$INTC is basically trading at just over 2x the TBVPS and has a P/E ratio of just over 6. Usually anything with a TBVPS at or under 2.5x is a great candidate to purchase (after looking at other fundamentals of course).
There is a lot of stocks sitting in the bargain bin today.
