I am really curious how a live round ends up on a movie set where guns are being used as props.

Blanks ARE live rounds. Basically the same cartridge with a bit of cardboard stuffed where the bullet should be. If something else winds up in the barrel, it can be ejected with force similar to bullets.
The bullet catch illusion has killed magicians because of this principle.

In this situation, they are reporting that a "live round" (not a blank) was loaded in the weapon. So whatever terminology should be used here, what I meant is that a non-blank bullet was apparently loaded in the prop.

According to BBC reporting they’re saying it was a prop gun with blanks still.

And to me a live round is a cartridge containing propellant and primer, regardless of if it is crimped and wadded (blank) or has a bullet. A dummy is a cartridge shaped object with inert ingredients. A dud is a cartridge with inert propellant or primer.

There probably is a distinctive term (like “practical”) for an intentional complete package but I don’t know it. In terms of safety, if the thing goes bang it should be treated as live.
I was a shooter before an actor and I’m VERY uncomfortable pointing prop guns at people.
