I am really curious how a live round ends up on a movie set where guns are being used as props.

From what I've read (keeping in mind all the facts aren't out yet), the scene being shot involved him shooting towards the camera.

Prop Gun Fired by Alec Baldwin Contained Live Bullet, Says IATSE Local 44 (Update) bit.ly/3B94Znr
"IATSE Local 44 sent an email that said the gun used in the scene contained 'a live round' and the production's propmaster was not a member of Local 44."

Blanks ARE live rounds. Basically the same cartridge with a bit of cardboard stuffed where the bullet should be. If something else winds up in the barrel, it can be ejected with force similar to bullets.
The bullet catch illusion has killed magicians because of this principle.

In this situation, they are reporting that a "live round" (not a blank) was loaded in the weapon. So whatever terminology should be used here, what I meant is that a non-blank bullet was apparently loaded in the prop.
