I'm so confused. The number of ballots remaining keeps jumping around. 20k is not enough for Biden to catch up with.

Chatham County is only reporting 87% of ballots. Probably 10K still out there in that Biden +17 county alone

Warning: there are vastly different estimates of how many votes are left to be counted in GA, with ranges from 16,000 to hundreds of thousands. Some are based on estimates; some are from people on the ground; ours are directly from the Secretary of State. We simply don't know yet

So a county is a smaller area inside a state, one county could be down or almost done with voting while another is not. This particular county is almost done. Many others still have a lot of ballots to count.
