Around the 13 second mark -- did he fire and hit that guy that eventually fell down in the street? It looks like the rifle went off while he was on the ground and the bullet struck the guy that eventually fell down?

Yep. He murdered someone in a dealership parking lot. Then he walked away and was followed by people trying to stop him and he opened fire again -- killing another person and injuring someone. He'll get murder 2 charges and possibly murder 1 along with domestic terrorism.

He basically crossed state lines armed with the full intention of using his AR-15 to murder.
