How important is it for stage actors / movie actors to remember their lines verbatim? Are they allowed to use related words in their delivery? For instance, script says, "And I've told you repeatedly to ..." and the actor delivers "And I've told you time and time again..."

It depends on the level of the actor. However, generally for stage it is somewhat important, in film there is more leeway/improvisation. For commercials it is very important because you have limited time to deliver your pitch/buzzwords.
