The new limits, especially the monthly cap on tweets really suck - and are going to drive people to use alternative ways of scraping / using multiple dev accounts.

It's per "project" and you can only have 1 app in a project, so the limit is effectively per app:

That means that all users together could only analyze 156 accounts per month (given the current limit of 3200 Tweets per account). I hope the business level prices will be reasonable.

My biggest issue with Twitter's pay products is the ridiculous and convoluted pricing logic. I would be more than happy to pay Twitter a reasonable amount of money each month for enhanced access but unfortunately their pricing strategies are hard to understand at times.

This is ridiculous, with our current streaming setup and if we count retweets, we get more than 500k tweets in just a couple of days.
