1. Contact Twitter support and let them know an individual is using multiple accounts to harass you. Make sure you document the screen names, times. 2. If this is over state lines (which it probably is), contact the FBI since this is a matter under federal jurisdiction.

Also, I would recommend you not engage them except for initially telling them to not contact you any further. Engaging them usually feeds into their excitement to harass you further. If you think it is a stalker, I would contact the FBI and get a case number. If it persists...

Yeah -- The FBI can be extremely helpful. The important thing is for your friend to document every occurrence as this will help with an eventual restraining order should it progress to that.

It depends on what the person is saying to your friend. If they're threatening them with bodily harm, etc. -- it should be actionable by the FBI. If they're just being a nuisance, that may be more difficult to get action on.
