Yup. It would've been OK with a coherent masking policy, and sufficient testing and tracing capacity to detect and clamp down on outbreaks. Since we didn't set up those things, all we had was the lockdown. Reopening was throwing LOX on a bed of smoldering charcoal.

It was inevitable. And didn't have much of a choice here. Placer & I think Sutter counties did a FU and opened early and as the bulk of their populations butt up against Sacto, county businesses started screaming. So far it thankfully could be a lot worse. So far.
