The issue here is that a verified account with hundreds of thousands of followers will get a lot more impressions than someone with a low follower count RT'ing the original tweet to make a reply.

You can see exactly this going on with a lot of middle eastern accounts right now. The amount of disinformation / influence campaigns using this "tweet reply" method is absolutely mind blowing. Will be doing a further analysis in the coming days.
