For some reason, Reddit either does not have rate-limits enabled for accounts when the account is a moderator of a subreddit

These issues are affecting data ingest and causing the API to fall behind by several hours. There are some methods to help mitigate these issues but it will take time to put them in place.
One thing Reddit could do to help mitigate their SPAM volume is putting more stringent ..

rate-limits in place for accounts that spam comments to subreddits. All of these accounts / subreddits are basically trying to game Reddit by promoting their sports sites.
This causes volume spikes on Reddit that exceed 3x their normal comment volume and degrade performance.
