It's not a total freeze (accounts are still getting verified). Twitter changed up how the process works so that people are unable to submit their account for possible verification.

Even with one of "my other accounts" - a Danish Governmental account - there seems to be no way to get in contact with Twitter...?

Is it an account run by an actual government agency? If so, I can put you in contact with someone for verification (I believe they're still there at Twitter).
yes it is. The Danish Air Traffic Control (not a big account, but still a 100% official government agency)
