If you change the username of a verified account, you lose the verified status. Twitter still verifies new accounts, they only removed the public facing form.

Thanks for clarifying this. As far as I know, if you spend enough money through ads, you get an account manager (personal Twitter contact). Through those, you can initiate a verification process. I think it's possible that it's not a scam, just very shady.
