People more familiar w/ these sorts of web activity series can also see that userbase still a bit skewed towards the US time zones, but is a lot flatter than normal, so there's a pretty significant int'l presence

=D is the base time zone UTC? I normally would associate such a deep 4am trough to indicate roughly a US time zone

Yep it's UTC usually for all my graphs unless I specify otherwise. All my servers are on UTC so it's just easier to make it UTC as a common reference point.
