Probably not deletions then, but there is, I believe, a “low quality” flag that affects results. Has been around since 2010-2012. Or at least, I think there was a flag like this back around that time (when I was last making comparisons across search strategies).

I'll be able to pull some ids soon and see what's going on. I'd like to know what the search API doesn't return. I don't know if Twitter has a shadowban?
If that's the case (and I'll know shortly), we've just found a way to create a shadowban list of users.
