Found a method that appears to get a user's entire timeline history (breaking the 3,200 limit). I'm testing on some larger accounts like cnnpolitics. I've currently grabbed 70,000 tweets from their timeline and it's still going strong. This looks super promising.

Got a total of ~136.4k tweets out of the reported 149k for cnnpolitics. Still some work left. I think I'm allowed to distribute ids only as long as they're less than 1.5 million so here are the ids to the tweets. If anyone wants to verify, let me know.
